Such groups as the Ukrainian Supreme Council of Liberation (UBVR) and its Ukrainian Insurgent Army (UPA), the Foreign Representation of the Ukrainian Supreme Council of Liberation (ZPUHVR) in Western Europe and the United States, and other organizations such as OUN/B will be utilized."
